الأخلاقيّات المتعلقة بالمياه وجهات نظر أخلاقية بشأن الاستخدام والإدارة المستدامة والعادلة للموارد المائية Blue Ethics

<p><span style=background-color: rgba(255 255 255 1); color: rgba(0 0 0 1)>For many policy makers urban managers water experts technicians or activists ethical perspectives in water management are not important or do not bring any added value.</span></p><p><span style=background-color: rgba(255 255 255 1); color: rgba(0 0 0 1)>A debate seems to be locked between those stressing mainly the right of access to water for all and those who cannot go beyond economic realism. The sustainable use of a resource that becomes under growing pressure in terms of extraction allocation and recycling looks as a technical issue not to say a technocratic one.</span></p><p><span style=background-color: rgba(255 255 255 1); color: rgba(0 0 0 1)>This collective book claims the opposite. The many issues faced by the access to water as well as the sustainable use of the resource rely on open negotiations settling conflicts tariffs structure while expanding delivery and managing fairly water' scarcity. In all these processes ethical values do matter.</span></p><p></p><p><span style=background-color: rgba(255 255 255 1); color: rgba(0 0 0 1)>بالنسبة لكثير من صانعي السياسات، أو مديري المناطق الحضرية، أو خبراء المياه، أو التقنيين، أو النشطاء، لا تحظى الأبعاد الأخلاقية لإدارة المياه بأهمية تُذكر، أو لا تُعتبر أنها لا تضيف أي قيمة حقيقية. ويبدو أن النقاش محصور بين مَن يشددون على حق الجميع في الحصول على المياه، وبين مَن لا يستطيعون تجاوز منطق الواقعية الاقتصادية. ويُنظر إلى الاستخدام المستدام لمورد يرزح تحت ضغوط متزايدة من حيث الاستخراج، والتخصيص، وإعادة التدوير، باعتباره مسألة تقنية، بل وربما مسألة تكنوقراطية.</span></p><p><span style=background-color: rgba(255 255 255 1); color: rgba(0 0 0 1)>غير أن هذا الكتاب الجماعي يتبنى موقفًا مغايرًا تمامًا. فالمشكلات العديدة المرتبطة بالحصول على المياه، والاستخدام المستدام لهذا المورد، تعتمد على مفاوضات منفتحة، وتسوية النزاعات، وهيكلة التعرفة، بموازاة توسيع نطاق عملية التوزيع، والإدارة العادلة لشحّ المياه. وفي جميع هذه العمليات، تبقى القيم الأخلاقية ذات أهمية حقيقية.</span></p><p></p><p></p><p></p>
