<p>Empire City has been under the control of two crime lords for far too long. The once thriving metropolis has been reduced to a cesspool by drugs sex and violence. Someone has plans to put an end to that. A mysterious vigilante known as The Wolf is interfering in the business of human suffering. Unfortunately there are some who would rather have that business booming. Brandon Moreaux a mercenary unlike anything seen before is called to put an end to The Wolf. The two most powerful men in Empire City at each other's throats can only mean carnage on a historical scale. </p>
