From the perspective of political science international law and public administration this study explores the need to review and establish a fairly complete legal framework for NGOs eligible for Cambodia by using comparative analysis drawing experiences from China and international principles. New and appropriate registration legal systems protection measures supervision systems and coordination mechanisms should be established to play a good role in protecting and guaranteeing the space for NGOs contributing to Cambodia’s development. It must strike a fair balance between protective and supervisory measures under the principles of democracy and the rule of law. A good legal framework alone cannot make the system work well unless an effective institutional framework for better coordination and cooperation being established and improved. The government must support NGOs to establish a comprehensive mechanism of internal control establish a self-regulatory mechanism and standardize the way NGOs operate. The establishment of self-discipline mechanisms such as self-management self-supervision and self-service is a sign of the maturity and growth of NGO management.
