Social rights were achieved through social movements over centuries and are now internationally recognised. The 1988 Federal Constitution enshrined them in Brazil in Article 6. The main objective of this study is to clarify whether these rights are being properly protected by Brazilian society. To this end we use a specific case that of the Taquari sector located in the city of Palmas Tocantins. This city's urbanisation process is similar to that of Brazil as a whole as it has absorbed all the planning problems of Brazilian cities such as disorderly growth and a complete lack of control by the state. The sector under study has the following characteristics: it is intended for low-income families is isolated not only from the central region of Palmas but also from the peripheral sectors of the southern region and lacks basic infrastructure. The study found that the rights guaranteed in the 1988 federal constitution are not being properly safeguarded by society considering the specific case of the Taquari sector.
