For Over 20 Years He Specialized In System Tests And Performance Including The Anti-Ballistic Missile System (Communication Department Chief At The Kwajalein Missile Range In The Marshall Islands 1972-75). Ultimately He Became A Us Delegate To The International Telecommunication Union (Itu) A Specialized Agency Of The United Nations. Following His Was Then Secretary General Of The Itu Appointed Isnard Chief Technical Advosir For The United Nations Development Program (Unpd) In Brazil Where He Lived Three Years.
