An Appraisal of Medium Term Expenditure Framework in Nigeria

Applying field research approach of interviews and group discussions this research evaluated the workings of Medium Term Expenditure Framework (MTEF) in Nigeria since its introduction and adoption in Nigeria. The paper finds that shortcoming of budget delays incompleteness and poor administration remain predominant after 15 years of MTEF implementation. The way out requires a concerted effort of authorities and external stakeholders to reform and perfect inherent legal and constitutional constraints identified by this research as impediments to efficient budgetary system in the country.
