Binational Studies between Brazil and Paraguay

What are the strategies of the Paraguayan government to attract foreign investments mainly Brazilians for its industry? How do the cultures of Foz do Iguaçu and Ciudad del Este present themselves in relation to temporality and rhythms of life?
