Sarma born in H.P. had his school education in HP and MP.He stood first in history and got a medal in MP board examination. In 1972 he was selected for the former USSR Government Scholarship. There he spent 10 important years. He did his one year Russian language and 5 years history honours from Patrice Lumumba University Moscow and did his PhD from the world-famous Institute of Oriental Studies Moscow in 1982. After coming back he joined university of Delhi as a CSIR pool officer. In 1986 he joined as a permanent faculty in Dr. HS Gour University Sagar. He has 40 years of research and teaching experience. He also taught political science to Law honours students for 20 years and Russian language in FMS for 12 years. 30 Ph.Ds have been awarded under his guidance.
