Capitol Gains follows a female member of the House of Representatives from her earliest days in the House. The attractive Delia Doris Downing a former corporate attorney shares the current negative opinion of most Americans about Congress and drafts a bill going beyond campaign reform and soft money - it would make it illegal for House and Senate members to accept campaign contributions from political action committees (PAC's). Seeking support for her bill - which has been dubbed Whack-PAC - she consults with the Speaker of the House other members and jousts with congressional staff committees lobbyists and media.Delia is a Republican. Her husband David is a Democrat and a Washington television talk show host. They live in Maryland close to the capitol and own a vacation home in the congressional district represented by Delia's chief Whack-PAC opponent. This opponent plans an incinerator-recycling plant based very much more on corruption than public need.
