In the late 1970s the CIA and FBI began searching for a Cuban war criminal who allegedly killed American POWs in North Vietnams Hoa Lo Prison otherwise known as the Hanoi Hilton. But the inquest which could have implicated all living presidents two senators an American multi-billionaire and several communist countries was mysteriously terminated by an unnamed big-wig politician. Paul Silva a decorated Vietnam veteran running from his demons stumbles onto the scene in 1989. With the help of the Mafia he begins his own hunt for the Cuban known by POWs as Fidel.
