Roberts and Toffolon-Weiss explain how at the end of the twentieth century situations of environmental injustice were created and eventually resolved. The authors show that conflicts do not occur in a vacuum. Rather one struggle changes policy trains political actors activists and industry representatives and can have a significant effect on all future struggles.
