This book was born out of the final project for the Specialisation in Planning and Management of Public Policies at IFCE - Canindé and was able to investigate how the policies for living with drought in the hinterlands of Canindé dialogue with agrarian social movements represented here by the Santana da Cal Settlement 28 km from the municipality's headquarters. The method applied is dialectical materialism-history which allows us to study the possible historical conflictual relationships between agrarian social organisations the settlers and the government in the development scope and guarantee of policies for living with drought in the Canindé hinterlands.
