Combating Terrorism through Security Diplomacy

The main thrust of this research is to examine the Ethio-US partnership in their effort to fight terrorism in the Horn of Africa. The study tried to examine the reason why the al-Shabaab attack is getting intense while there was already a counterterrorism operation in the Horn of Africa. It tried to see the main reasons why the counterterrorism in the region is failing to eradicate al-Shabaab and the remain to be a safe haven for Al-Shabab and other allied international terrorist groups. Al-Shabaab carried out several attacks against civilians embassies and organizations. Following the 9/11 attack on the US there have been a concerted effort to fight terrorism to the end by the international community of states. With the leadership of the US the fight against Al-Shabaab in the Horn of Africa has been so critical. Ethiopia being a friend of the US have been engaging in the fight against Al-Shabaab in the Horn of Africa. In that they have achieved several victories in liberating many areas and towns from Al-Shabaab. Besides there was diplomatic achievement in making counterterrorism global. However Al-Shabaab still remain to be a threat in the region and beyond.
