How can educational systems be managed in an efficient and relevant way? This question has always been asked and has become a subject of research and discussion. According to Gabmuaud to manage is to pilot a process that takes a problem in the state in which the manager finds it in order to lead it to the threshold of the decision. Therefore to manage is to organize a process of decision making and in such a way that this decision is taken in due time by the people best placed and having authority to take it by integrating all the data and parameters necessary for the quality of this decision. To manage is to elaborate rules to be applied so that the best solution is found retained and applied. Therefore the role of managers appears to be fundamental to achieving quality education in developing countries like Egypt. The enhancement of quality and equity cannot be achieved without improving management at all levels of the management of education systems.
