This book analyzes the dynamics of governance in the Democratic Republic of Congo (DRC) from three essential angles. Firstly it examines article 149 of the Constitution which guarantees the independence of the judiciary and explores the possibility of revising certain intangible provisions which although protected may act as a brake on political and social evolution. Such a revision which can only be envisaged in the general interest raises crucial issues for the preservation of the rule of law. Next the study looks at Local Development Programs (LDPs) in 145 territories designed to reduce inequalities and improve public services focusing on the challenges of implementing them transparently. Finally it assesses the impact of decentralization on maximizing provincial revenues identifying opportunities for financial autonomy and limitations linked to corruption and administrative capacity. The book calls for inclusive and transparent reforms to strengthen governance.
