Democracy is a state of law in which the majority principle prevails. If it is true that the minority is weakened the fact remains that the minority hopes to conquer power soon. For the effectiveness of institutional governance the opposition and the movement respectively remain in their role as if it were a film. Unfortunately consensus is increasingly invoked to justify the effectiveness and vitality of democratic practice. This book opposes any strategy aimed at negotiating instead of applying the legal and socio-political norms that organize society. Talon governance since April 6 2016 has brought to light the socio-cultural political and institutional factors (including consensus) of the failure of development policies in Benin. Indeed the refusal to respect the standards obliges the elites to militate for an arranged management to the detriment of the principles of objective and impartial management of public affairs.
