This study analyses the process of implementation and execution of actions developed by the federal government to help overcome the difficulties faced by literacy teachers in the teaching and learning process. Considering the context in which teachers find themselves in relation to continuing education programmes maintained by the federal government this research focused primarily on analysing the implementation process of the National Pact for Literacy at the Right Age which began with continuing education activities for public school teachers in the municipality of Ponta Grossa in 2013. The documentary research used primary sources (legislation) that enabled an understanding of the process of consolidating the Pro-Literacy Programme within the scope of educational policies for the continuing education of teachers in the early years as well as the process of implementing the National Pact for Literacy at the Right Age.
