Military-criminal legislation appeared in Russia in the 18th century under Peter the Great and in subsequent periods of history was subjected to serious changes. New legislative forms and previously unknown types of crimes emerged the system of punishments became more complex. This research presents the author's concept of development of the Russian military criminal legislation as an open system which allowed it to maintain stability throughout the XVIII - early XX centuries. In order to study quantitative and qualitative changes in the analysis of the norms we used methods of mathematical and frequency analysis which are used for the first time in works of this kind. The study provides a basis for further study of the topic and may also serve as a starting point for the formation of modern military-criminal legislation in Russia. This work will attract the attention of all those interested in the history of state and law students and graduate students of law and history departments of universities lawmakers.
