Community and public service media must do everything in their power to fulfill the roles and functions assigned to them. These include in particular the functions of informing educating and above all criticizing which give them their title of 4th power. In other words the media must make human beings more aware of their own problems such as the electoral process the quest for peace development and security. This mission can be made possible when journalists do not indulge in the cut-and-paste phenomenon. Because cutting is a phenomenon that seriously undermines journalists' editorial freedom those who claim otherwise are not credible. As soon as a financial relationship is established between a journalist and his source of information the former is no longer free to express himself. As we see on a regular basis journalists have become flatterers creating a new journalistic genre flattery which first saw the light of day during the Mobutu era and tends to become official during Joseph Ka.
