Mayor Nelson knows his small town of Dalhousie is due for big improvements now that a large forest products mill is being built there. He and the council appoint Jack Cook as fire-chief even though there is no staff and no equipment. Meanwhile town engineers McAdams and MacDonald are working at breakneck speed to complete a new water and sewer system. Things are clearly looking up for the population of the northernmost town in New Brunswick. But suddenly residents find their economic rebirth facing annihilation by fire!
