The book presents an investigation into the perception of public power in Mexico''s 5th most important municipality which after the Revolution has only been exercised by two political parties - PRI and PAN - and has been disputed by many groups as a spoil of resources particularly urban resources and services; from which an intentional sample of 14 members of its political elite was taken showing on the one hand their political pragmatism ignoring or disregarding contexts and on the other imposing their rules of the game on the whole municipality.
