Developing a Framework to Apply TQM Concepts to Land Administration

Total Quality Management (TQM) can be used as an efficient tool to improve the quality of a whole system considering all its components. This research has developed a quality assessment framework for assessing the quality of land administration system as well as the framework for applying TQM concepts to land administration using a step-wise approach of exploratory and explanatory case study research. This research identifies the elements indicators and variables that are required for assessing the quality of land administration system. The case of land administration system in Pakistan is presented and discussed using both exploratory & explanatory case study approaches. The quality improvement guidelines are then developed within the broad context of TQM for improving the quality of land administration system.
