Digital diplomacy reflects the openness of diplomatic actors to new information and communication technologies to meet the challenges of the knowledge society and the growing importance of the Internet in the lives of individuals and nations. It creates a new logic of international action and opens up enormous horizons for diplomatic action but gives rise to a multitude of issues and risks.
