Togo like many developing countries has invested heavily in road infrastructure over the past two decades with a significant increase in the road network from 9000 km to over 11000 km. However this expansion has been accompanied by an increase in accidents with the number of cases rising from 3000 to over 9000 resulting in thousands of deaths every year. The results of the thesis divided into three essays reveal: First essay: Increased investment in road infrastructure can lead to a rise in the number of fatalities underlining the need to accompany this investment with other complementary measures. Second test: Fines as a repressive measure appear to be less effective in reducing accidents. Third test: Spending on prevention and awareness-raising has a significant effect on accident reduction and its combination with other measures proves particularly effective.
