Economic evaluation of an HIV/AIDS prevention project

This book presents the cost-effectiveness evaluation of the Projet de Prévention du VIH/SIDA en Afrique Centrale (Case of Cameroon). Based on data from the Knowledge Attitudes and Prevention (KAP) surveys and quarterly project monitoring reports we conducted an economic evaluation of the PPSAC during the first two (02) phases of implementation. The study also attempted to put a monetary value on the benefits provided by the project in terms of care costs (infections) saved. Our analyses and calculations enable us to estimate the cost of getting an individual to adopt a lower-risk behavior at around 12000 CFA francs and the cost per correct knowledge of HIV prevention acquired at around 24000 CFA francs. Furthermore the cost per HIV infection averted during phase I is estimated at nearly 372000 F CFA and during phase II at 767000 F CFA; this difference is significant. In addition for every 1 F CFA invested in the PPSAC during the first two phases 6.75 F CFA are saved in terms of expenses for the management of infections that would have been contracted if the project had been implemented.
