Democracy is a perplexing and puzzling word and at times it defies definition. It has been defined differently over a period of time. It was conceptualized as the communities’ behavior and practices for collective management of common living. But those behavior and attitudinal traits have been variously defined and theorized by the intellectuals and knowledge workers over a period of time. Democracy did not come from an individual as a theoretical abstract and it was a consensus approach among the members of a community to conduct themselves along with others in the community to take collective decision to manage their affairs. Later they become organizational behaviour and institutional culture when communities started forming organisations and institutions. At one point of time it was considered as a form of government where the government is formed through a process of electing representatives from among the people. Thus democracy came to be defined as a form of government. Now it is a set of institutions practices procedures processes relating to decision making policy making and resource allocation for enabling the people of a community or a society to lead a decent and dignified life with a set of rights and responsibilities. To establish such a kind of mechanism humanity has struggled through a long process. The modern democratic institutions have been established for governance and development only through election. Election is the key activity in the democratic process which is meant to select representatives with an aim of forming a government for a specific period. Hence election is a continuous process. In the course of years the electoral process has also been reformed. Characters practices process of the institutions of democracy vary from country to country. Though it refers to form of government it connotes certain values to be practiced. Hence it is called a culture. Internalizing the values and culture of democracy by a community or a group or a society will take time. It is a process of socio-political evolution. People have to be oriented to internalize the values. Nature and quality of democracy vary according to the level of upholding values of democracy in the society. It needs conscious and continuous orientation of the public. This process is called democratization.
