This research studies the affects of federalism on Somalia where ethnicity supremacy the rule of law and no peace is expected without this supremacy. The work also mainly focuses on the ethnic conflicts in the northern regions of Somalia particularly the self nominated states of Khatumo and Somaliland. The study gives priority the opinions and thougths of the federal government of Somalia to conflicting groups. The study finds that according to the ethnic or clan supremacy in the country federal restructuring may lead to ethnic conflicts as well as later brings renegotiations among the ethnic as a traditional factor in the Somali culture and leads to political participation among to a long lasting political stability eventually.
