Non-communicable diseases are the leading cause of death in the world. They were responsible for 74% of deaths or 41 million people in 2021. Developing countries like Benin suffer from the double burden of communicable and non-communicable diseases despite the policies put in place. The objective of this study is to analyze the process of developing Benin''s national NCD policy its content implementation and influencing factors. A qualitative methodology was used combining a documentary analysis and qualitative semi-directive in-depth interviews. Our results show a predominance of the influence of technical and financial partners in the policy development process and in its implementation which also impacts the relevance of its content. The policy is also underfunded leading to deficits in the training of personnel in raising awareness among the population and in the improvement of the technical platform. Urgent measures must be taken to limit the impact of these diseases in Benin.
