This decision was prompted by allegations of homicide against the bishop which raised concerns about his ability to impartially govern the church. The pope's decree ensures that the chapter and its members are free from any ecclesiastical authority of the bishop allowing them to respond to justice only before the Apostolic See or its delegates. The pope emphasized the need for peace and stability within the church and declared any jurisdictional claims by the bishop as invalid. </span></p>
