Public Private Partnerships (PPPs) can be a tool for infrastructure development. In order for them to succeed there is need of an enabling framework which hitherto includes a PPP policy Legal Institutional Investment and Regulatory framework.In the last decade there have been a number of projects that have been undertaken under a PPP arrangement. However the environment under which these PPPs are pursued is inadequate to support their successful implementation.The book examines to what extent the inadequate PPP framework in Uganda has affected the performance of a selected number of PPP projects. The study concludes that Uganda needs to establish plus strengthen its framework in order to give the process procedure institutions rules and guidance needed for PPPs to thrive.
