As of February 2024 the pandemic has claimed the lives of more than four million people. In Mexico confirmed cases of around one million victims have accumulated. In this scenario the Mexican State and Higher Education Institutions have escalated into a conflict over biosecurity for the return to school. While educational policies revolve around exposure to back-to-school risks even when young people do not have the basic immunization scheme public universities are betting on gradual deconfinement hybrid learning and the virtual classroom. The objective of this paper is to analyze and discuss the differences between the public administration of education and the institutionalism of universities regarding the return to the traditional classroom.
