The objective of this study was to construct a theoretical framework that would enable Health Surveillance to expand its role as a Health Promotion activity. A qualitative methodology with an exploratory approach was used with an emphasis on bibliographic research to bring together the thoughts of various authors on topics that were often scattered and analysed in isolation. These were brought together in a coherent and integrative manner exposing the approximation of Health Surveillance with Health Promotion actions. Through triangulation of data sources of information and forms of analysis descriptions identifications and analyses of both Health Surveillance and Health Promotion were developed. Concepts such as ecosystemic approach to health equity and complexity were also used to explore the possibilities that Health Surveillance seen as a complex and transdisciplinary system could expand its potential including social participation and equity to improve people's quality of life.
