As a number of recent studies suggest applications of Information Technology in enhancing education is very important. Literally thousands of e-learning projects have been carried out that greatly differ in their outcomes. Until now however there is no systematic or a standardized way of planning developing and evaluating e-learning projects their outcomes and their effectiveness. The result of this work is a multidimensional model of “e-learning Indicators”. A practical value of this approach was analyzed in a number of case studies and experiments. As a result of the research work this study proposes a methodology for planning designing developing evaluation and comparison of e-learning projects based on the concept of e-learning indicators. This approach contains also a development methodology for e-learning software solutions and a methodology for analysis and evaluation of e-learning effectiveness. Insights and recommendations have been discussed and argumented.
