A ship of refugees from the distant planet of Alokina suddenly appears above Los Angeles. When the charismatic Most High leader tours the city he encounters a young female Earthborn doctor and discovers an unexpected connection to her which had been set in play - unbeknownst to him - by a slightly rebellious scout centuries earlier. The Most High seeks to recruit her to aid his mission and the young doctor is reluctantly drawn into the conflict between the alien factions and the Earth interests that seek to control them.
