Will secret torpedo tests help to mitigate the Cold War's greatest threat or will a rogue Russian submarine that interrupts the mission spark international retaliation and something even worse? <p>Of all the high level vital and extremely challenging programs of my military/federal career the ICE-X project tops the list.
