Can the aspiration of an integrated Caribbean community be achieved without acting on the cognitive systems that regulate guide shape that society? The answer is no it cannot be achieved without acting on it. It has to be done. It is a long-term effort but it is very necessary. The experience of the Association of Caribbean States taught me that there are limitations to what can be done at the governmental or intergovernmental level because a lot depends on the financial side and donor agencies prefer to finance economic projects; they don't like to finance cultural or social exchange.
