Imposition of fines as alternative to imprisonment under Rwandan law

The present study discusses the importance of fine sentence in the criminal justice compared to the other penalties such as imprisonment and death penalty -for countries that have not yet abolished this sanction especially enlightened by the functions of criminal sanctions. In this regard there is adopted a comparative approach whereby a series of criminal legislations of different foreign countries are referred to as far as the legal regime of fines is concerned. Consequently there is realized a great importance of fines balanced with other sanctions considering interests of convicted; national policy of decriminalization and restorative justice as well as the decongestion of overcrowded prisons and the bailout of the public treasury.
