An important problem today regarding early childhood education with special needs is inclusive education. As a developing country Indonesia is trying to handle inclusive education program by undergoing various initiatives such as government policy reform related to inclusive education as an effort to equalize education for all Indonesians creating awareness of educational rights for all levels of Indonesian society and increasing teacher competencies that are appropriate and on target as well as assisting in facilitating infrastructure facilities for inclusive education. This work is based on a qualitative approach which will analyze early childhood inclusive education programs in RA An-Nahl Jakarta Indonesia. Research result; describe the practical application of inclusive programs in RA An-Nahl analyzing the management of inclusive programs in RA An-Nahl and the implementation of the inclusive learning process for early childhood.
