<p>The United States Army has changed from a Cold War threat based forward deployed force to a CONUS based full spectrum threats-adaptive capabilities based force as seen throughout the 1990's and 2000. Operationally the Army is transforming to provide strategic dominance across the entire spectrum of operations. As outlined in Joint Vision 2010 Army Vision 2010 and Installation Vision 2010 the Army must be able to project a ready force rapidly world wide to the point of decision. In order for the Army to be relevant now and in the future units must be capable of deploying and redeploying. This is a basic operational and strategic requirement that involves the delineation of responsibilities between the tactical deploying/redeploying unit and those units in support of them. This monograph focuses on the issue: Do Garrison Commands in CONUS and Area Support Groups (ASG)/Base Support Battalions (BSB) OCONUS have responsibilities for warfighting units deployments and redeployments? Structurally the monograph outlines the history methods and results of the formalization of installation management. The development of installation doctrine as outlined in FM 100-22 Installation Management is addressed to describe responsibilities for deployment and redeployment. A CONUS and OCONUS based paradigm for Garrison and Area Support Group responsibilities for deploying/redeploying units is presented. The Garrison Command at Ft. Drum NY in support of the 10th Mountain Division (Light Infantry) and the 104th Area Support Group in Hanau Germany in support of 1st Armor Division are presented. The monograph concludes that Garrison ASG and BSB commands have critical responsibilities in supporting warfighting unit deployments sustainment for forces and families staying behind and redeployments.
