Disasters have long been an object of international cooperation. States and international organizations actively cooperate with each other implementing joint projects to protect people and territories from disasters both natural and man-made. To date a large number of international agreements of universal regional and bilateral character are in force in this area. The UN International Law Commission has developed Draft Articles on Protection of Population against Disasters. The UN has the International Strategy for Disaster Reduction and the Office for the Coordination of Humanitarian Affairs which create and coordinate a universal platform of interaction in this area. This vast legal and institutional mechanism demonstrates the active development of international relations on protection from disasters and the gradual emergence of a new branch of international law.
