The issue of voluntary or forced migration is now a real problem in all the world''s urban centers in general and in developing countries in particular. Indeed medico-social assistance for people in crisis situations in general and CAR returnees in particular has become a local and even national challenge that the country must take up. The diagnosis of the management of returnees from the CAR revealed that a minimum organizational assistance system exists for women and children returning to the town of Am-Timan. This could make it possible to prevent in an acceptable way the socio-sanitary risks linked to poor management of these people in a crisis situation. However there are shortcomings in the provision of humanitarian assistance in the town of Am-Timan in the Salamat region which have had serious consequences.
