<P>This study examines John Stuart Mill&rsquo;s philosophy of history and his efforts to develop a comprehensive methodology for the social sciences. The author argues that Mill&rsquo;s interpretation of history and his conception of cultural and economic stationary states were central to his critique of mass culture and his advocacy of individual autonomy.</P>
