<p class=ql-align-justify>In this remarkable work Luce describes the often complex relations between legislatures and the law. He then addresses the nature origin and development of law representative institutions and organic law as embodied in the U.S. Constitution constitutional conventions and statute law. Luce [1862-1946] was a member of the Massachusetts General Court Lieutenant-Governor of Massachusetts and a member of the U.S. House of Representatives. An expert on legislative government he was also a member of the Massachusetts Constitutional Convention of 1917-1919.</p><p class=ql-align-justify> </p><p class=ql-align-justify>Mr. Luce has performed a very useful service to students of political science.
