About The Author:- Subhas C. Biswas was educated at Calcutta and London Universities. He qualified as a Chartered Librarian (ALA) in 1964 and was awarded the MA by the University ofLondon in 1968. His career in librarianship included posts in Calcutta University Library the British Museum Library the Indian Institute ofAdvanced Study and the British Council. He was Director Central Secretariat Library and Hon. Advisor (Libraries) Department of Culture from 1981-1990 and Project Director Microfilming of Indian Publications (GOI & U.S. Library of Congress Office)New Delhi 1991-2000. During 1990-1992 he was President Indian Library Association and was Secretary General of the Organizing Committee of the IFLA ss General Conference New Delhi 1992.
