About the Author: An alumnus of the Indian Statistical Institute Kolkata Dr. Anup Kumar Chanda joined the Indian Administrative Service in 1976 (West Bengal Cadre). A recipient of the Rafael Lusky Prize in Economics he was honored as the most outstanding graduate student by the University of Florida Gainesville USA in 1984 and invited to join the Phi Kappa Phi Honor Society for his scholastic excellence. Dr. Chanda served in various roles with the Central and State Governments before becoming Chairman of Kolkata Port Trust (2002-2009) and the Indian Ports Association (2007-2009). He later held the position of Additional Chief Secretary Government of West Bengal and served as a Member of the West Bengal Administrative Tribunal until 2018.
