For the past decades Uganda has benefited from disease specific notably HIV/AIDS and general budget to strengthen their health systems and to address challenges of multisectoral M&E capacity concerns. Part of the problem is having no real consensus on the M&E nor clearly agreed strategy. Varied interpretations visions and ideas around M&E exist. Nonetheless the new aid approach in the sector focuses on the principles aid modalities good M&E and short falls. The new aid approach emphasis recipient ownership alignment to country systems and harmonization among donors for effective aid. Besides there are other two principle of development to note that is result oriented and mutual accountability. Uganda has progressed with ownership but slow with alignment and harmonization. Uganda recently witness a paradigm shift from project aid to more program based aid through SWAPs and general budget support which enhance recipient control ownership alignment and strengthen capacity. Overall the multisectoral’s M&E system in Uganda is facing capacity challenges to design and manage M&E system that not only cover performance but also track outcome and impact of service delivery.
