Based on my work experience as an Environmental Analyst considering the socio-environmental problems of municipalities which are the result of a land occupation model that prioritises historical characteristics of economic development through the unlimited use of natural resources with constant consequences of socio-environmental degradation this is a study of an approach to Municipal Socio-Environmental Management with the aim of reconciling the traditional technical-administrative instruments of socio-environmental management with the general and special socio-environmental rules of unavailable public law. It involves identifying describing analysing and evaluating fundamental instruments that comply with the precepts of socio-environmental legislation. By considering municipal socio-environmental problems it goes on to address the technical-administrative and normative foundations of socio-environmental management as a strategic participatory and flexible system and as an ongoing process with goals phases evaluation and standardisation given the reality of municipalities.
