Metropolitan management has emerged as a major challenge for urban planning especially regional planning as it represents a conflicting environment on multiple scales. Metropolises are home to the main political and economic decision-making centers which are strategic on a national and global scale. Global dynamics have strongly influenced metropolitan areas and their characteristics can be found in a wide variety of cities with diverse cultures. The problems involving obstacles to the management of these spaces also share similar conflicts internationally especially those related to the paradox between autonomy and centralism. This paper analyzes metropolitan management from the institutional framework and its relationship with municipal autonomy using the specific case of the Recife Metropolitan Region.
