Finite rational beings can create (invent) nothing out of nothing. Finite rational beings can create  something (technology) out of something (science). So science comes prior to technology. An authority such as UNO does not have any sort of legitimate right to prohibit us from communicating the searched out Set –B– Apriori Science of 90 Basic Scientific Issues.  “O you who believe [in Apriori Science]!
