Also it is needed to found guarantee and investment funds and similar mechanism because most of the small companies do not have enough abilities for collateral insuring of the financing. The state should demonstrate strategy for development of small and medium companies the potential of the services and contents based broadband availability. Education giving information and services of the state institutions to the companies and citizens in major part can benefit from the broadband availability and should have priority in the government strategy.
